This Player Needs To Be IP Banned.

I got online earlier and I caught the player "vipzeno" griefing my house and my spawn building on my Mushroom Island and stealing the free cookies that I give away at my spawn (Yeah I know they are just cookies but there is a sign that says to only take one and he took them all) so I banned him. Not even 5 seconds after banning him he somehow logged back on so I banned him again, but once again he logged back on so I jailed him, and once again tried to ban him but just like last time he logged back on again. So I tried to IP ban him but it says I don't have permission to do that so I need help from a Mod who can IP ban. Attached are the screenshots of him logging back on after banning him and griefing. He is jailed for now so he can't do any more damage but he needs to be banned.

Two things. Shouldn't he be jailed if it's his first offense? And two, mute him. That way he can't do anything, very frustrating.

Lucky, I followed him around in vanish while he stole gold, diamond, glowstone, and cookies from my spawn. He then proceeded to go to my house and break in and then break out. I would jail him if it were a small grief but he stole valuable materials and broke into a Mod's house which I will not put up with.
